This one reminds me of a story I used to be told years ago.
Panchtantra ? Not sure. The story goes something like this:
The Birds decided to choose a king. Every one threw their feather in
the ring. Finally, some elders set the criteria - whoever flies
highest and longest, would be crowned king. Next morning at Sun-rise,
every one took off. Who else to fly highest and longest but the Bird
of Prey. Everyone else got tired and came back except the Bird of Prey
who came down tired as the Sun went down and just as everyone was
applauding, the House Sparrow was seen flying high. The issue was
settling but it was difficult to accept the tiny Sparrow as King.
When the Sparrow finally settled down and every one started to rise,
the Sparrow raised hand asking for quiet. Sparrow then declined to
be the King. On questioning, she admitted to playing smart indicating
that even though she was the highest flying and longest in the air and
off ground, she can only accept a lesser position since she achieved
the feat by riding the back of the King who indeed was a Bird of Prey.
She bacame the Prime Minister.
