[BirdPhotoIndia] Raptor for ID, possibly an accipiter; Sundarbans

The attached was shot by Amitava Banerjee at Sarakkhali 2, Sundarbans Tiger Reserve on 9/12/11. Amitava thinks that the bird is trying to rescue its offspring from drowning, but that may not be easy to prove.
Anyway, I am very interested in the ID of the bird. To me it looks like an Eurasian Sparrowhawk, a bird unknown in the Sundarbans. But we are seeing strange birds in the Sundarbans this year including a Golden Bush Robin. Any help much appreciated.
