I think small structure between the base of long beak is tongue.we can see easily tongue of sunbirds sparrows and many other birds and due to latest technology of digital cameras we can see such small thin structure like this picture.i had seen first time this structure.i think it is tongue.i dont know how Painted Stork uses its tiny tongue between long long beak.
