(delhibirdpix) Bird for id: Is this a Yellow-browed Tit (Sylviparus modestus)?

Saw and photographed this bird at Nayagram, Himachal Pradesh on 10.01.2015.

Its ~30km off the Shimla highway from Parwanoo ahead of Timber Trail Heights.

Altitude: ~5000 ft.

Briefly saw it on the fence before it dropped in to the bushes and
remained there so could not get a second shot. This is a cropped
image.
