[BirdPhotoIndia] Slender-billed Vulture?

11th May 2010 at Dibrugarh, Assam. This one is looking miserable in the rain. I know how he feels after 2 months of almost nonstop rains.

 

I am not sure of the ID. Would be grateful for guidance from experts.
